FS#36362 - Tidal Waves Restoration

Restoration Shaman: Tidal Waves aren’t stackable with both Chain Heal and Riptide unless you use the level 60 talent Crashing Waves
Also chain Heal is giving 2 stacks of tidal waves when crashing waves is talented.
the correct behaviour should be Chain Heal not giving 2 stacks of Tidal waves and tidal waves have to be stackable with or without the Crashing Waves Talent
