FS#36498 - Mage Fire - [Artifact] - Pyretic Incantation

After each consecutive critical strike this should give a buff which increases critical strike damage by 2%, stacks up to five, the buff is removed when you dont crit.

Currently on the PTR this seems to be completely random, critical strikes should have a 100% chance applying this buff, as of now sometimes you get it after a crit sometimes you dont. The buff should be removed after a non-crit, atm non-critting never removes the buff.

Steps to Reproduce:

1. Learn the trait Pyretic Incantation.
2. Start hitting the dummy.
3. Check buffs after each crit.
4. After having the buff Pyretic Incantation start hitting the dummy again.
5. Check buffs after each non-crit.
