FS#36558 - Protection Warrior [Artifact] Dragon Scales not proccing correctly

Expected Behaviour:

Blocking an attack has a chance to proc a buff that increases the total damage ignored by the next Ignore Pain by 40%.

Current Behaviour:

Currently it is being procced fairly consistently on *any* kind of instance of damage taken, not unique to Blocks, using Ignore Pain will also not consume the buff as intended, it would stay up until the full duration falls off.

!The 40% damage ignore increase to Ignore Pain seems to be working just fine!
