Impending Victory 202168 replaces Victory Rush 34428, but when you kill an enemy you still proc Victorious 32216.

This seems to be intended, Victorious has an effect that is supposed to double the effect of Impending Victory and remove the rage cost, as indicated by the tooltip too. Logs support the fact that it existed, a prot warr here had Impending Victory talented and Victorious procced for him multiple times.
