FS#49066 - [Quest] Storm, Earth, and Fire "The spell is not available to you"
The Monk Campaign quest 41731 cannot be completed due to the condition 0/5 Fel Spikes destroyed not triggering when clicking on a Fel Spike. An error message “The spell is not available to you” occurs when attempting to click/destroy a Fel Spike.
Attempted fixes include relogging, rezoning, re-accepting quest, changing specs, trying every single Fel Spike.

That's probably because it's for an older patch
The quest still exist on retail so I believe it's a bug :
