FS#50966 - "The Dread blades" quests is bugged
The dread blades quest is bugged, when trying to use the ship to go to azsuna, you in fact don’t go there.

Something similar has started to happen with the Broken Shore scenario but I found that simply waiting will still cause it to proceed. Could you try the same with this quest? So, get the ship to start sailing and then simply... wait.
