Problem: This NPC (https://www.wowhead.com/npc=39363/chip-endale) does not scale with level.
How to reproduce:
1) Create goblin lvl 1.
2) Level up and get mission “What Kind of Name is Chip, Anyway?” (https://www.wowhead.com/quest=25203/what-kind-of-name-is-chip-anyway).
3) Check no-mission NPCs in the area.
How should it works:
The add should be scaled to the player’s level according to retail.
